When DUBL upon receipt of a request to pick up a shipment and DUBL has dispatched a vehicle for such purpose and due to no disability, fault or negligence on the part of DUBL, the service request is canceled or the shipment is not ready or available for pickup, a charge of $60.00 shall be assessed against the party making such request.
